rhi is recruiting for a Technical Project Manager to join our clients team based in KL, Malaysia, on a 6-month contract - possible extension.

 

  • Hybrid 60/40
  • Working hour: (9am – 6pm) flexible for night call 
  • Our client will not provide a laptop. BYOD is required. 

 

The Technical Program Manager will identify the requirements, lead the planning and delivery of complex, cross-functional technology initiatives across customer-facing digital platforms, loyalty capabilities, mobile applications, data integrations, and operational services. The role will provide end-to-end program leadership, gathering & documenting requirements, connecting business outcomes with technical execution and ensuring that dependencies, risks, decisions, and delivery commitments are actively managed across internal engineering teams, product stakeholders, operational teams, and external vendors.

The successful candidate will establish clear delivery governance, translate strategic priorities into executable plans, and provide concise, evidence-based reporting to technical and business leadership. They will be comfortable operating in a fast-paced environment with multiple workstreams, shared services, suppliers, and production dependencies.

 

 

Key Experience and Capabilities:

  • Proven experience as a Technical Program Manager, Technical Business Analyst, Delivery Lead, or similar role leading complex technology programs.
  • Demonstrated ability to manage multiple interdependent workstreams across product, software engineering, architecture, data, security, testing, release, and operations.
  • Ability to create integrated delivery plans, manage critical paths, and drive resolution of cross-team dependencies, blockers, risks, and decisions.
  • Experience working with customer-facing digital products, mobile applications, APIs, cloud platforms, and complex system integrations.
  • Confident stakeholder management skills, including communication with business teams, technical specialists, and third-party vendors.
  • Strong ownership mindset with the ability to bring structure to ambiguity, facilitate trade-off decisions, and maintain momentum without direct authority.
  • Excellent written and verbal communication, with experience producing executive summaries, governance updates, decision papers, and action trackers.

Responsibilities

Responsibilities:

  • Work closely with business stakeholders to elicit, analyse, and document detailed business and technical requirements
  • Translate business needs into clear user stories, acceptance criteria, and functional specifications suitable for Agile delivery
  • Translate business priorities and technical outcomes into a clear roadmap, integrated delivery plan, milestones, and measurable success criteria.
  • Own end-to-end program planning and delivery across scope, schedule, dependencies, risks, issues, decisions, quality, and operational readiness.
  • Coordinate cross-functional global and local delivery across product, engineering, architecture, cyber security, data, SRE, service operations, testing, release management, and business teams.
  • Proactively identify critical dependencies, delivery constraints, and emerging risks, then drive accountable mitigation and resolution actions.
  • Facilitate alignment on scope, sequencing, priorities, acceptance criteria, release strategy, and production-readiness requirements.
  • Partner with engineering and architecture leads to ensure technical plans are realistic, understood, and aligned with target-state architecture and non-functional requirements.
  • Partner with design and engineering teams to ensure requirements align with UI/UX intent, customer journeys, and technical feasibility
  • Coordinate external vendors and managed service providers, including deliverables, dependencies, release activities, service transition, and issue resolution.

Qualifications

Qualifications:

  • Bachelor's degree in Computer Science, Information Technology, Engineering, Business, or equivalent practical experience.
  • Several years of experience leading complex technology programs, projects, or delivery portfolios.
  • Proven record of delivering cross-functional initiatives from discovery and planning through launch and operational handover.
  • Practical knowledge of Agile delivery, project and program governance, risk management, change management, and software release practices.
  • Experience using delivery and collaboration tools such as Azure DevOps, Confluence, Microsoft 365, or equivalent platforms.
  • Experience in loyalty platforms, payments, or retail systems is a strong advantage
